Abatement by Encasement: Safeguarding People while Saving MoneyTM

Courthouse- Grand Forks, ND

Case History

Property:

Courthouse

Location:

Grand Forks, ND

Challenge:

Following the 1997 flood in Grand Forks, ND the basement of the courthouse was inspected after the floodwater subsided. The walls, which had been coated with Lead-Based Paint (LBP), were in poor condition and the asbestos (ACM) insulation on the steam and condensate piping was in need of repair.

Solution:

Surfaces were power-washing to remove the residue remaining from the floodwater. When dry, the surfaces were then stabilized by spraying SE-110 (primer) which penetrated and stabilized both substrates rendering them non-friable.Next SE-120 Protective-Skin topcoat was spray applied over the primer to produce a monolithic protective barrier that will not crack or peel, and will provide long term protection against the release of LBP or ACM into the environment.
